Episode four starts like the first episode of season twelve. There is no dialogue at all, just Voight at home on what looks like a day off. We see him reading the paper, working out just things in his home. While working out a Voight can see water in the corner. When he turned the light on in the closet there seems to be a leak and it’s all over boxes labeled Camille, Voight's late wife. Still no dialogue and we are now at the courthouse where Voight runs into Chapman at the door. He apologizes for being late, she says it’s fine they asked for a continuance. They decide to go for breakfast. While they are riding along Chapman is talking abd Voight’s radio is going off. Something triggers him and he asks for the description to be repeated. Once Voight hears the description of the crime he takes off like lightning. On the scene he asks the officer what’s going on. The officer says we are trying to help her, but she won’t let us get near her and they think she will hurry herself. Voight goes in to try. It’s the same thing. Chapman comes and slowly tries to help the victim and she allows her to help after reassurance and coaxing. The victim is assured that she is safe and they finally get the mask off of her.
At the hospital the victim is inconsolable and she is begging everyone to stop touching her. Voight Troy reassures her, but she is too panicked. She just keeps begging them to stop as they take her to the trauma room to evaluate her. Voight comes up to Chapman and she asks why did you respond to that call. Voight confesses that there was a version of this case very similar fifteen years ago. Voight offers Chapman a ride back to court. She refuses and decides to stay with the victim Jamie Mackinson, so she won’t be alone. Voight is on the radio asking for all background information on the victim.
Voight, now back at the precinct, is informed that all files from two thousand and nine have been pulled. The team briefs him on the victim and lets him know they have patrol canvassing her area. It’s clear there is nothing that was reported by neighbors or family. Voight informs tge team that this is very similar to a case he worked before the way she was bound and most likely raped. He says they never had a suspect, so this time they have to follow the evidence. Cruz dives into Jamie’s social media where he can see an ex is sending her threatening messages and they work at a bar. His name is Mikey Gonzalez that has been arrested for sexual assault, and the manager says he is at the bar now. Voight and Cruz head out to speak to him. At the bar it seems Mikey is assaulting the manager. Cruz pulls him off. Voight asks Mikey about Jamie. He says he saw her two nights ago with her new man in a van and he left. Mikey confirms he was outside her home when he witnessed this. Voight is irritated with the answers. Mikey is still combative, so he is arrested. Back at the precinct Mikey is still fighting and Cruz keeps trying to calm him down. Chapman approaches Voight to inform him that the victim Jamie Makinson just died. Chapman goes on to say that Jamie was hemorrhaging and bleeding internally from being beaten, and they also concluded she was raped. The doctors say her body was drenched in some type of bleach agent internal and external. Voight says this is exactly the same as the rapes fifteen years ago. Voight is now interrogating Mikey who says he would never hurt Jamie; she was the love of his life. Voight says this is how you treat a woman who you love. Voight then goes in deeper and starts rattling off names. Mikey is confused, saying who are you talking about. Cruz comes in and interrupts the interrogation and pulls Voight. Cruz lets Voight know that Mikey’s alibi checks out. There are eyewitnesses and cameras that can corroborate his story plus fifteen years ago Mikey was living in Tampa and moved back to Chicago in twenty twenty. This makes it clear Mikey is not their guy. Voight is more determined now. He checks in with the team for new information. There isn’t much that they have, but a big guy in a hoodie. The only concrete information is that Jamie got off work at one am two days ago her phone was completely shut off, no one saw or heard from her until Voight found her. Voight now lets them on on the rapes from tow thousand and nine. There were a string of six rapes. They happened every two months. They all fit Jamie’s description, abducted late at night, held for forty eight hours. When found they had on hoods or masks, duct tape around the neck, bound and they were douched with some type of bleach agent. Making sure the rape kits were worthless. The original case never produced any DNA or any suspect. The woman never saw the suspect and used a voice modulator. After a year the rapes stoped. Voight thought the suspect died, skipped town, or jailed on another offense. The thing is none of the clues or MO was leaked to the public. Chapman says he is back if this is a copycat. Voight says he will press Mikey on the man he saw and task the rest of the team to go through the old cases to see if anything sticks out.
Chapman approaches Voight as he is looking over the photos of the victims. She asks if he found anything? He says no, Chapman asks if he remembers all of his old cases. Voight says all of the unsolved ones. Chapman offers to help him build and work this case. Ruzek comes in and informs Voight that one of the victims called the 911 dispatcher that he sent another one and this was four years ago. They said she hung up, they went to check but never was able to reach her. Ruzek says it could be nothing. Voight says he still wants to check it out. Voight goes to Suzanne Hall's home, he identifies himself and she lets him in. Suzanne says Voight looks different in a good way. She says it looks like is no longer in pain. Chapman looks deeply at Voight. Suzanne says it looks like he made it through more so than she did. Voight asks about the 911 call, but she seems off in answering the question. Voight recounts the call. Suzanne says she doesn’t know what it means. Her demeanor changed and she says she doesn’t want to bring up the past, seemingly trying to get rid of Voight and Chapman. Voight informs her of the new victim, what happened and this time she died. Suzanne begins to cry, she says no she was the last victim it stopped, and she didn’t think it would help. Suzanne asks them to stay out, she goes to another room. When she comes back she has photos of a woman being masked and bound. They had writing on them, Anguish was written and on one photo it said talk and I’ll return. Suzanne apologizes and says she believed what he wrote so she never said anything. Voight and Chapman leave the radios to have Jamie’s house out under surveillance. He says tge6 may not know she is dead. See if someone shows up or sends a photo. Voight also asks for a protection detail at Suzanne Hall’s home. Chapman asks what did Suzanne mean when she said he was in pain? Voight admits this was the first case he worked after his wife Camille died and he wasn’t in a good place.
Back at the precinct Ruzek says that Voight was right, that the suspect sent a picture to Jamie’s phone twenty minutes ago from a burner phone they are tracking, along with a single word text. SUFFORING! Chapman says it was misspelled like that. Ruzek confirms that it was. Atwater chimes in and says the burner is active and moving west. Voight calls for everyone to be on the move. They all race to the scene and in pursuit the burner goes dark. Ruzek says the burner is last seen in the 8200 block of Caro. They all canvas the last known block. Voight notices an abandoned purse with blood on it in the alley. Voight informs Atwater and Ruzek to lock it down. Voight goes into the laundromat and requests the footage of the side entrance. The lady behind the glass says it’s right here. Voight says he needs her to rewind it to ten minutes ago. The footage shows a burgundy van pull into the alley in front of a woman. The large man gets out, punches the woman in the face and pulls her into the van and leaves.
Voight is trying to contain the scene. Atwater confirms identification was in the purse. The victim is Ellie Miller, age twenty two, and the phone was in the purse. Voight is vocal that they now have a description of their offender. Ruzek says no plates or chance at facial recognition, but there was a handicap tag in the rear view. Ruzek says the city has nine red vans that match the description, six are owned by one company Home Wellness Aide. Voight says he will go to the company. Ruzek says to him that this feels different. The crimes before the woman were taken from their homes late at night. This woman was abducted in broad daylight. Voight says it may not fit, but a girl was abducted. At the business the lady behind the counter tries to give Voight a hard time and says she can’t help him without a warrant. Voight begins to yell. A woman was just abducted and dragged away by a white male into one of your vans. Voight gives more detail on the suspect. Large male brown hair, 6 '5, and 280 pounds The woman becomes quiet and says that Kyle Hogan. Voight immediately radios in the name, address of suspect along with the plate number. The worker then informs Voight that the vans all have GPS and Kyles is not on, maybe he turned it off she says. She does tell Voight he is due at a client's house in five minutes. Voight and the team go to the client's house where the van is. They have checked, and the van is empty, but has fresh blood on it. Voight says they will surround the home first, be as quiet as possible until they can’t anymore. Voight talks to what looks like the suspect. He says there was a noise complaint, asks can he come into the home and asks his name. Just then the suspect slams the door. They have to break into the home. They check the entire home for the suspect and Ellie the victim. Atwater runs into the suspect and a fight ensues. The suspect is huge and Atwater tries his best. When he puts Atwater down he yells for Cruz to breach. Cruz and tge suspect are now going at it. Finally Atwater, Cruz, and Voight get the best of him and are able to take him into custody.
At the precinct Burgess says they recovered Ellie’s blood, hair, and fingerprints from the van. No signs of Ellie, but there is more that they are looking for. They say that there is an hour of missing time between the abduction and him going to the clients house. Cruz says he had time to drop her somewhere then. Voight wants to know Kyle's age, he is told twenty nine. This means he would have been fourteen during those original rapes. Voight goes in to interrogate him. Voight starts with a picture of Jamie and tells Kyle that she is dead, which means that murder one. He then shows him a picture of him kidnapping Ellie. Voight says we have you on video. Kyle says nothing, he does look taken aback that Jamie is dead. Voight keeps asking where Ellie is? Voight asks why he changed up his MO, why grab Ellie during daylight. Kyle says she was begging for it. Voight asks Kyle did she cause him anguish?that throws Kyle off, he says what English. Voight seems puzzled then says the original cases seem well thought out, sophisticated even, what is different now, why did you change up what you were doing? It’s clear to Voight that Kyle isn’t that smart. He tries to bait Kyle and he falls for it. Kyle says that he can make decisions too. Voight turns up the pressure saying that Kyle is just the muscle and that they have talked to his partner. He says that his partner told them that Kyle is not smart, like a dog that takes orders, he said that you're his dog that he makes you fetch then he feeds you. Kyle jumps at that statement trying to get iu5 if his restraints. Kyle says he is being tricked, because he knows he would never say any of that, and he wants his lawyer.
After the interrogation Voight tells the team that Kyle admits to having a partner. Says it can explain the change in the MO and his age. Ruzek says they tracked the van from the laundromat until they entered the dead zone and it gave them an area. Ruzek says there is no family or friends he knows in that area. Chapman chimes in and says to check clients. When Atwater checks there is one client that he has in that area. There is one client Edgar Penn and his brother is a big time defense attorney. Atwater goes on to say he was arrested for solicitation in the nineties. Penn strangled a prostitute and his brother took care of everything. According to the health agency he was diagnosed with MS and was diagnosed fifteen years ago. Everyone is quiet and looking at each other. Burgess speaks up abd says that would make sense why the rapes stopped he was physically unable to incapable. Atwater says that Kyle has been his aide for the last six months. Ruzek says that Penn probably found someone with his same appetite and was physically able to abduct the woman. It also helps that Penn’s home is in a dead zone.
Chapman and Voight are now at a high school talking to a judge. The judge asks if they think Ellie is being held at this home, they both say yes. The judge is unhappy because he was pulled from his grandson’s recital and what they brought him is all circumstantial no burden of proof. The judge tells them this is not enough for him to sign a search warrant. Voight gets upset and says a woman is being held against her will. The judge says to get concrete evidence of that. Judge says there is no evidence and there is no probable cause. The judge also points out that without evidence Penn’s brother would have him impeached. Voight becomes more upset and says is that what you are worried about? The judge says he has signed twenty six warrants for Voight in the last month and they need concrete evidence for him to sign the warrant. Voight is not happy and Chapman pulls him back. Voight is mad, saying he doesn’t care about the judge. He just doesn’t want to fail them again. Chapman says she went over the original case. There was nothing that he did wrong, his work was flawless. Voight comes back at her and says then why isn’t Penn rotting in a cell somewhere, why is another woman being held. Chapman says you can’t win every case. Voight says he took the original case five days after his wife died because he needed to work. Voight says he could have missed things, but he will not miss anything this time. Chapman says okay, then let's find more.
The team is on a stakeout at night. Ruzek says they are in position. Voight says to cut it. It looks like the power to that block is cut. Atwater checks in and says everything in the front is closed off, all shades down, you can’t see anything. Ruzek confirms the same in the back. Cruz says he is going through the trash. In the car Chapman asks Voight what his wife was like? Voight says she was warm. Chapman says it’s hard to put him belonging to someone. Cruz says the trash is secure. Atwater says they are moving out, but the house seems clean, too clean. Now back at the precinct Atwater says that the mail is even bleached. The team says there is no DNA or fingerprints on anything and they can’t put Ellie on the scene. Voight says that suspicious behavior and surely they can put that in front of a judge. Ruzek says they tried and each judge said no. Voight is really pressing on what the victims have in common. Cruz says it really is random, Voight asks about Suzanne, the victim from years ago, Atwater says she can’t identify Penn. He asks about Kyle. Chapman says she tried again and he isn’t talking. Voight asks about handwriting. Atwater says because of the progression of the MS there is no match. Voight asks about neighbors. Cruz says they could get contacted in the morning, but right now they have nothing. Voight is now clearly angry and says there has to be a connection, he had to make a mistake. Voight says they will go through the case all over again from beginning to end. Chapman looks at Voight concerned, then walks away.
Voight is studying the wall of the case when Chapman rushes in saying she hit the warrant. Chapman says she got a different judge and brought up precedent to secure the warrant and they can now make a move on Penn’s house. Voight says they have to roll on the scene Voight reads the warrant and looks upset. Ruzek says we are good, Voight puts the warrant away and breaches the house screaming Chicago PD. The house is clean, no one seems to be anywhere near insight. Voight goes to the basement. It’s a large empty basement and he hears moaning. Voight breaks down the door and there is Penn with a knife about to stab the victim. Voight opens fire. Two shots to the chest. Voight goes to Ellie and says he is the police and is there to help her. Ellie is skittish and scared. Voight tells her he is there to help her, that he wants to remove the mask, but only if she will let him. Ellie allows him to help her. Once the mask is off she can see that Penn is dead and begins to scream. Voight just keeps letting her know it’s okay and she is safe now.
Voight is at Suzanne’s place letting her know that he is dead. Suzanne asks a couple of questions and asks again if he is sure that he is dead. Voight assures her that Penn is dead. Suzanne say’s through therapy she had learned that your life is split up between before and after the trauma. Suzanne admits she wasn’t in the after, but still living in the trauma. Voight says now is the after. Suzanne asks him again to confirm that Penn is dead.
Voight is at home now like the episode started golfing clothes. There is a knock at the door. It’s Chapman and she says did you invite me over to argue with you? Voight goes over the warrant and is not happy that it stated that they had a confidential informant. Voight begins to yell, you could ruin your career and take me down with you. Chapman says no one will find out. She goes on to say, if they do she would never mention him. That makes him more upset because he says you don’t lie for me to protect me, that's not how it works. Chapman says how it works, you and me. She tells him she is not in his unit, she says he doesn’t get to dictate her choices. Chapman says she knew Ellie was in that house so she made a choice, for that girl and for him. Voight says so you risked your career? Chapman responds by saying yes. They are silent and at a standstill. Finally Chapman chuckles and says you don’t realize I have feelings for you, that she cares about him. Voight is quiet. Chapman is strong when she says you don’t get to dictate my feelings. She goes on to say if she wants to care and protect him she can. Chapman says he doesn’t have to do anything with what she said, but if she wants to risk, protect him and make her own choices they are hers to make. Chapman says she leaves for Denver tomorrow and she will see him in a couple of months. Voight is left looking astonished.
I’m curious if this warrant situation will pop up later in the season along with Penn’s high profile brother. Also what are Chapman and Voight going to do now? Two months gives them a cooling off period, but what happens when she is back in Chicago and working with Voight again. We will just have to keep tuning in to see!
